This volume contains extracts of correspondence, but 
excludes routine bullion fund, transfer, and similar documents. 


Text quality ranges from good to extremely faint. Tight

Referring to the enclosed note from Mr. Cortelyou, Secretary to 
the President, upon the case of Richard L. Herbert, fromerly an employe 
ia the United States Assay Office at Denver, I would respectfully 
state that the facts in Mr. Herbert's case were as follows: 

Mr. Herbert received his appointment for the usual proba- 
tionary term of six months om the second day of July, 1899, and at the 
end of that period this of fice was advised by the Assayer in Charge 
that his services were not satisfactory, the Assayer quoting the language 
of Section 3, Rule 8, of the Civil Service regulations which authorizes 
the dismissal of a probationary appointee at the end of the six months 
period without preferring specific char ges. The action of the Assayer 
in Charge was within the discretion allowed by the rules ani regulations, 
and was, therefore, not the subject of inquiry on the part of this offices 
The vacancy was filled in the regular manner from the eligible list.

I enclose herevith a communication from the Aesayer in Charge of the 


Us Se Mint at Denver in which he reviews certain charges ef undue political 


activity which he understands have been filed against him before the 
President. In submitting his defense I desire to add that I think hie 

case is entitled to very careful consideration before a conclueion aga inet 
him is reached. The office has been welleconducted, he has contl nued 

to keep as Chief Clerk of the mint, the most responsible position under 
him, a very efficient man, but one without political influence in Colorado, 
despite the fact that it is an excepted place and a much sought for one. 
Doubtless he has personally taken an active interest in the polities of tle 
State, but it is to be remembered to his credit that he was leyal to the 
Republican party throughout all the years of silver agitation when his 
fidelity seemed likely to exclude him fram office holding in that State for 
ell the future. It is also worthy to be recalled that he is a veteran of 
the Union army, nearly seventy years cf age, and that hie property was 
avept away in the reverses of 1893 and following years, leaving him dependent 
upon his personal exertions for a livlihood.

Referring to the enclosed note from Mre Cortelyou, Secretary to the 
President, and letter of We Re Grace in behalf of Miss M. M. Byrne, an 
employe of the San Francisco mint, I beg to say that the action of the 
Superintendent in furloughing a portion of the force is doubtless due to 
not having work enough at present to keep them employed. IZ the proposed 
measure for a monetary system in the Philippines, involving a heavy coinage | 
of Philippine money, becomes a lew, there will be saints for the entire 
San Francisca force for a year or mores Without some extra work of that 
kind it will be necessary to fwilough a considerable portion of it. 
The attention of the Superintendent will be called te the 
case of Mise Byrne with a view of giving her the benefit of whatever 
preference her past service in the mint may entitle her to. | 
The letters of Mr. Cortelyou and Mre Grace are herewith ceearant

dated Decenber 6th, relative te the alleged activity of federal efficials 
during the recent political campaign in Montana, ami particularly te the 
allegation that BeH.Tatem, Agsayer in Charge of the Us S. Assay Office at 
Helena was thus engaged, I beg to say, that this comnmication ie the 
first intimation of this character that has reached this Bureau. Mre 
Ta em is a gentleman of very high personal character and a very efficient 
officer, I am confident that he has not neglected his official duties 
and that the conduct of his office has been as efficient 2s under any 
previous administration. I may ada further that I understand this © be 
the firet pobitical office that Mr. yatem has ever held and that he has not 
in the past been actively interested in politions His attention will 
be called to Department circular 132, dated August 11, 1900.

I have the honor to state that the appropriation for contingent 
- expenses of the United States Assay Office at Seattle, Washington, 

will not be sufficient to mect the expenditures of that office , 
for the necessary supplies during the remainder of the current fiw 
cal year, and to respectfully request that an appropriation of 
$2,000 be obtained to supply the defictency in the appropriation 
for conting ent expenses of the Assay Office at Seattle. It is 
very desirable that this appropriation be made at an errly date. 

The expenditures of the above named office on account of 
contingent expenses for the first six months of the current Pis- — 
cal year have aggregated $5,000, leaving only two thousan@ unex- 
pended which will be i chainiacetnel for the remainder of the presse

I have the honor to report that the appropriation for wages 
of workmen, Mint at San Francisco:for the current fiscal year is - 
not sufficient, and to request that you will procure an appro - 
priation of two thousand dollars ($2,000) to supply the deficiency 
in the appropriation ,wages of workmen for the fiscal seer edie 
June 30,1902. | | 

. I have also to request that an appropriation of six thou- 
sand dollars ($6,000) be procured for the installation of addition- . 
al new rolling milis and motors to run the same in tne mint at San 
Francisco. It is very desirable this appropriation should be made 
and incorporated in the urgency deficiency bill, in order that cone 
tracts oe be made for the mills and motors, and same installed by 
the close of the current fiscal year, in order that the mint may be 
“prepared to meet all demands that may be made upon it for coinage. 
‘Should Congress authorize a special coinage of silver and 


‘bronze for the Philippine Islands it would be necessary to manu- 
facture at least a part of this coinage at the Mint ,San Francisco.

I beg to'say that the only appointments of women at that institution within 
the last two years have been bree charwomen, one sewing woman and a tele« : 
plone switchboard operator. I regret that it is impracticable to comply 
; with Mr. Donahue's request but the work heretofore done by women in the 
Philadelphia mint is now being dons to a great extent by iniultileiniy, ania thine 
is no probability that any more women will be appointed there for some time 
to come. That portion of the force is being reduced as rapidly as is practi- 
cable without involving unnecessary hardship upon the present foree of 
employes. |

The position of transiater in this Bureau is now vacant and I respectfully 
request you to nominate’ to the President for appointment therate, under the 
dieriatens of paragraph 6 of Rule 4 of the Civil Service Rules, Mr. J. Le 
Garner of Midwaukes , Wiscongin. Mr. Garner, 7. have reason to beliave possesses 
peculisr and unusual qualifications for the place. The translator in this of- 
fice is expected te not only make the translations which are referred to him, 
but to do independent work in comphling the rspert upon the production of the 
precious metals and in revising the amuel review of the monetary systems of 
the World for the Ziscal report. For this reason it is important that he shall 
be more than a mere translator and that he shall have stich knowledge of the 
terms aia principles of political economy and of monetary science and such 
ability . the treatment of the subject that he can form an independent judg- 
ment of the value.of the materials which he finds in his reading of foreign 
publications. Our experience has apie rab that it is difficult by an ordi- 


nary competitive examination to sift out the individual wanted from a great 


number of applicants. An examination for this purpose was held abeut ome year 


ago ‘and a areat specu of papers examined and what sgemed to be the best selection 


available was wade. The result, however, was not satisfactory.

ne has devoted himself closely to it, has observed Civil Service regulations — 
maneteiay, his administration has been generally satisfactory, and Ishould 
say that it would be in the interest of the service to retain him rather.

Captain Boothby was a Union soldier in a Maine regiment, went te 
New Orleans with General Butler and after the War made it his home. From ny 
contact with him I believe him to be an honest and conscientious man aml 
have never heard anything calculated to weaken this estinays of him. On the 
contrary have been frequently told that he had the respect of the commuity. 
I think it is fair to consider also that he lost a son in Cuba.

‘Speaker of the House of Represéntatives, asking for your opinion upon 
H. B. 68 to.establish a mint at Vint I beg to says | 

The government has recently siamese & new structure in Philadel. 
phia which was occupied by the mint in October last. The building cost 7 
§2,000,000 and $440,000 is appropriated for equipment. When the equipment 
is completed this wil. be the largest and best mint in the world, There is. 
also now under construction at Denver a mint for which $500,000 has been 
appropriated and for which the Supervising Architect is now vib $300, 000. 
more. An appropriation of at Least $150,000 will be required for the 
equipment of this institution. These two new mints in connection with the 
Mints at San Francisco sand New Orleans will afford ample facilities to de 
all the coinage that will be required for many years to come. 

In a hearing held by the Coinage Committee upon a similar bill 
two years ago, the Director of the Mint made o statement that when the ré= 
ceipts of the Seattle Assay Office reached the sum of 30,000,000 per year 
it might be as cheap to coin the bullion there or elsewhere on Puget Sound 
as to forward it to San Francisco. This without allowing for the cost of 


the establis imentywhich the Director was not prepared to estimate. The — 


‘bullion receipts of the Seattle Assay Of fice have not, however, reached that 


figure and there is no immediate prospect that they will. ; 
With the completion of the Denver Mint there is no reason why the

government may not have a rest from mint construction for some years, The - 
appropriation named in the Biil, $200,000, is inadequate for the construction 
and equipment of a mint end would have to be followed by other and lerger

Chairman of the Executive Committee of War Veterans Club, Philadelphia, 
addressed to the President, asking for a reinstatement of Ganbalsn Rebert 
Stewart, a veteran dismissed from the Mint at Philadelphia in 1894, with 
the following conments thereon: 

It has been, I believe, the uniform policy of the supdetat sna 
of the iinigin conformity with instructions from this Bureau, to give the 
preference in the sititnia ef appointments te veterans wherever it was prace 
ticable to do so. An examination of the record some weeks since revealed 
that during the adminsitration of the present Superintendent he had reine 
stated seventeen veterans, promoted fourteen and appointed four, which in 


view of the comparatively small number of changes may be taken to establish 


the fact that he has not been unfriendly to the old soldiers. He has not 


found it practicable, however, to grant ail the requests for reinstatement 


that have been pressed upon him for two reasons. These removals, as in 


the case of Captain Stewart , occurred some sayen or eight years ago and even 


though unjustified at the time, are now too old to warrant retaliatory action.

all demands, both of the Government and the fing for coin- 
age operations. 

Little edditional machinery has been added to the present 
mint at San Hrerioinoo, Since 1874, and much of the machinery 
and appliances have, by reason of the many modern improvements, 
become antiquated. ; | 

Experience in the mint at Philadelphia has shown that 
it is more economical to melt and anneal by gas than with coal 
and wood, as was formerly the practice, and it has also been 
found that machinery can be more advantageously operated by 


elec tricity than STEAM.

Replying te the communication of Purnell M. Milner, Attorney for the

the New Orleans Mint, I beg to say that the uncurrent silver dollare with which 
Kolnaase was charged and which are missing, were carried on the books of the Mint 
1 in the accounts of the Tressury at their face value, and the emount missing.

ing provision viz.- "For New Machinery and Appliances for the 
new United States Mint Building at Denver, Colorado, twenty- 
five thousand dollars and a contract is hereby authorized to 
be entered into for such machinery and appliences at a total — 
cost of not exceeding one hundred and fifty thousand dollars". 
I have the honor to report that by virtue of the authori~ 
ty given by Cohgress, as above stated formal contracts have 
been nade so far as the ai machinery and appliances for the 
“new mint building at Denver, involving an expenditure of $38,
